What does tethering mean for the iPhone 3GS?

I know it has to with sharing the internet or something, but please explain a little more exactly please. Also, do you have to pay extra for it, or does it come with the AT&T contract? Thanks!

    Able to connect iPhone via bluetooth or usb cable and use the internet (3g) on a laptop or home computer. This can only be done at the moment by jail-breaking the phone and using hacked software
